The Ukrainian citizen’s passport of the 1994 model can be obtained only through the court

The request was submitted in order to obtain information, namely:

• on the basis of which legislative and regulatory acts a citizen of Ukraine has the right to obtain a passport of a citizen of Ukraine in the booklet form;

• whether there is a legislative prohibition on issuing passports in the booklet form, and if so — which specific legal acts establish such a restriction;

• whether a citizen of Ukraine has the right to choose between obtaining a passport in the booklet form or an ID card.

According to the response received, despite the fact that at present, in Ukraine, and only through the State Migration Service of Ukraine, it is possible to obtain a passport of a citizen of Ukraine exclusively in the form of an ID card, Ukrainian legislation still allows for the issuance of a passport of the 1994 model, but only on the basis of a court decision
