Who is a national minority

The request was submitted in order to obtain information, namely:

• who is considered a national minority in Ukraine;

• which documents in Ukraine confirm a person’s membership in a national minority;

• which state authorities are authorized to issue such documents or certificates;

• whether there is an approved sample (form) of a document confirming a person’s membership in a particular national minority;

• in the absence of a specific document — what other official sources can serve as confirmation.

It is important to note that the issue of national minorities is regulated by the Constitution of Ukraine, specifically paragraph 2 of Article 10, which clearly states that Ukraine guarantees the free development, use, and protection of the Russian language and other languages of national minorities in Ukraine
